Remove do-release-upgrade for now.

No method is going to work well. The apt upgrade process will shut down the WWW server, breaking most functionality. And there's no possible way to perform this in a non-interactive manner. Might as well give up for now.

Going to outline the process in a wiki on how to do this manually.
