Check players installed on startup and de-select any selected players if they are no longer installed (e.g. uninstall manually from a SSH session)

There is a check in the WebApp to disable uninstallation of software when it's selected and running. However this does not prevent a user from manually uninstalling the software from the command line.

Need to add a check to skip starting or configuring any uninstalled players.
